The indirect effects of the project not proceeding are primarily socio-economi
c.
Development of the region is already occurring, bringing with it the inevitabl
e
changes associated with progress. Firstly, Route 9, from the Vietnamese border
 to
Savannakhet, is being upgraded and a bridge from Savannakhet to Mukdahan in
Thailand has been financed and is currently being designed. This will give gre
ater
access to the Sepon and Vilabouly Districts’ forest resources. Already, loggi
ng by
Vietnamese interests is occurring, using Route 28A as an access road. As the

upgrade proceeds, economic opportunities will grow along Route 9 and attract

population from off-road areas unless countervailing attractions emerge there.

Secondly, the national power company, Electricité du Laos, is currently insta
lling
power lines from Ban Nabo to Vilabouly. This is preceded by the widening and

improving of Route 28A. The introduction of mains electricity will generate ne
w
demands for consumer products which, in turn, will generate greater needs for

cash earnings.
With the aforementioned development already proceeding and in the situation
where the Sepon Project does not proceed, the future holds the following for t
he
Vilabouly District (Appendix 15):
• The means of raising cash will remain restricted to agriculture and
exploitation of forest products. Agriculture, presently limited by the lack of

irrigated rice land and lack of single-crop rice land, is unlikely to be able 
to
satisfy such cash demands quickly. Therefore, forest exploitation will need to

increase greatly or people’s raised expectations for new consumer goods will

be frustrated.
• Although population growth in the district is less than 2% per annum, 
the
existing population will double within forty years. This will place even more

strain on an area that is already showing signs of agricultural stress and tha
t
has extremely limited services.
• Educational facilities in the area are very poor. Very few individuals
 to date
have been able to use education as a means to move out of the district or,
having obtained such education, to improve the district’s potential. This is

unlikely to change in the future. While it is not guaranteed to change with th
e
project, the chance of change is considerably improved should the project
proceed.
If the project does not proceed, agricultural resources will come under even m
ore
stress and forest resources will diminish at an even faster rate. The project 
will
bring with it difficulties for the people in the district and inevitable envir
onmental
impacts, but without the development of the Sepon Project, the chance of findi
ng
solutions to the existing and future problems is likely to be very difficult.
