协安技术将为中国公安部门和灾难防范机构提供增强型紧急通讯解决方案，并将Intrado公司在应急联动服务、911呼叫出警调度、定位系统上的专业技术与协进科技增强型紧急救助服务的平台结合起来，因地制宜，为各种环境提供有效的紧急通信解决方案。
协安技术有限公司的应急联动技术平台，采用模块化结构，可以根据国内电信运营商网络情况和城市应急联动系统的实际建设程度，解决目前国内移动通讯中GSM/CDMA/PHS并存状态下紧急呼叫精确定位问题，提供城市级的应急联动指挥中心建设方案和运营管理方案；也可以为110/120/122/119/999等紧急通讯网络分别提供呼叫定位、自动调度、用户数据库管理以及综合管理平台等技术方案，提高政府和相关部门紧急事件的处理能力和效率。多语种报警等辅助功能也是协安公众应急联动平台的服务功能，体现了协安以人为本的业务发展方向。

Intrado (XieAn) Technology (China) Co. Ltd. is a joint venture between Intrado Inc. and PDAger (Xiejin) Technology Development Co. Ltd. It is operated under the category of technologically advanced company in Beijing - ZhongGuanCun National Tech Park. While working on the emergency communication module and platform's development, XieAn has became a special provider of emergency communication solutions to the Ministry of Public Security, Fire Department, etc.

Intrado Inc. is a global provider of integrated data and telecommunications. With 27 years operation experience in the USA, Intrado regularly provides professional emergency response service for more than 50 US Operators which is about 80% of US market; PDAger(XieJin) Technology Development Co. Ltd. is a Beijing Based National Provider of Mobile Value Added Services, and Wireless Emergency Call Solutions.

XieAn will develop enhanced emergency communication solutions for the public safety and disaster management agencies of China and combine Intrado's emergency services、9-1-1 call routing and location provisioning experience with PDAger's enhanced emergency calling service platform to deliver effective emergency communication solutions for local China environment.

The emergency application platform by XieAn solves the need of locating emergency calls generated from various wireless communication networks, including GSM / CDMA / PHS, in accordance with the local emergency calling handling and distribution system. In addition, it can provide various technologies options covering call location delivery, auto-arrangement upon call receipt, management of clients information database and synthetically managing the 110, 119, 120, etc. This capability will enhance greatly the operation efficiency of relative local government authorities in dealing with the emergency calls. Multi-lingual sub-platform capability and some other additional pertinent functions demonstrate XieAn's emergency communication platform's superiority. All these strength reflect one top priority of XieAn ---- giving it all for saving human lives.

The disaster pre-warning service is also one of XieAn's Emergency Administration solutions. It can provide orderly disaster warning notification, emergency evacuation with assisted instruction and so on. XieAn will integrate disaster management operation system and services that are inline with China administration authority, with development trend for public emergency communication.

Xiean is one of the charter members of the Professional Committee of Emergency Response System, an organ of Beijing Information Industry Association, mainly in charge of keeping relationship with the assosiators and many other prepare work of the committee's activities.
