中心成立于1986年，从1994年开始提供自费留学中介服务，是上海市最早的三家合法留学中介服务机构之一, 近年来通过“中心”代办留学手续而成功出国留学的学生已经有数千人； “中心”于2000年1月获国家教育部、公安部、国家工商行政管理总局批准为上海14家合法自费留学中介服务机构之一；中心具有“留学中介” 目前可以通过“中心”代办留学手续的国家有美国，加拿大、澳大利亚、新西兰、英国、荷兰、法国、爱尔兰、西班牙、新加坡、日本、韩国等； 可申请的课程包括证书、专科文凭、学士、硕士、博士学位等； 美国新闻总署、英国文化委员会、日本文部省、加拿大国际开发署、德国联邦新闻总局及澳大利亚IDP等政府教育部门每年向“中心”提供大学教育资料与教育信息； “中心”不定期地邀请有关国家驻华使领馆新闻文化、签证官及国外大学校长、专家来“中心”作专题讲座，介绍国外教育和申请签证情况； “中心”现可为学生提供学校和所在国情况介绍、课程介绍和选择，学生学历和经济背景评估，代办申请学校、代办签证、订购机票、行前指导及外语培训等系列服务。 The Shanghai SISU Educational Information Center for International Exchanges, founded in May 1986, is one of the three organizations located in Beijing, Shanghai and Guangzhou under the Ministry of Education of China to render overseas study services and promote international exchanges. Since its founding, the Shanghai Educational Information Center of International Exchanges(hereinafter referred to as the CENTER), has been conducting services for students who are sent abroad by the government and has been providing information to universities and units across the nation regarding people who are coming to lecture or study in China. The Center has become a key window for international exchanges with the outside world. The Center often invites cultural and press officials and visa officers from foreign consulates and embassies stationed in China to talk about how to apply for visas. Presidents and scholars from foreign universities are also invited to speak on their education. Their talks are warmly welcome by Chinese students wishing to study abroad. During the past ten years, the Center has provided a full range of consulting services to tens of thousands of students wishing to study abroad on China’s policies for pursuing studies abroad, selection of schools and specialties, admission procedures, application for scholarships, statement of financial support and application for visas. Its excellent services have won a high reputation . Since 1994 the Center has been one of the three legal agencies set up in Shanghai to provide consulting services for privately-sponsored students wishing to study abroad. In recent years, this Center has enabled hundreds of students to go to study in the USA, Canada, the UK, France, Germany, Switzerland, Australia, New Zealand, etc.. Some of them have already completed their study, while some are continuing to study for master’s degrees. They have contributed to the cultural exchanges between China and other countries of the world.
