TERMS OF REFERENCE
Position Title: Program Assistant
Division: CAI-Asia China Program
Duration of Appointment: 12-18 months, Project-based staff
Estimated Start Date/End Date: 1 July 2008 to 31 December 2009
1. RESPONSIBILITIES AND SCOPE OF WORK
The Program Assistant shall be responsible in supporting the Network and Program Development Specialist of CAI-Asia China Officein both administrative support and technical research as required. The specific tasks include, but not limited to, the following:
Newsletter Compilation: monitor and research on news items on crucial policy, study and initiatives related to air quality management, energy management, and climate change issues, and coordinate with CAI-Asia Center to ensure information uploaded onto CAI-Asia website
Research support: Assist in preparing AQM materials and reports for uploading in the CAI-Asia website and for specific research needs as required.
Filing System: maintain and update filing systems including contact database, direct newsletter audiences, document folders by activities since October 2005, CSR updates, city contacts for official invitations, city contact for general communications.
Events Organization: Assist as required in the preparations and delivery of training, workshops, conferences, meeting arrangement follow-ups, and other events, including logistical arrangements
Minutes and Reports: documenting proceedings and results of meetings, workshop, etc.
Logical Support: Assist as required in hotel and flight bookings in general
Partners Relations Support: Assist in coordinating administrative matters with external parties related to projects and cities active in CAI-Asia China network
Bilingual Communicate Support: drafting and/or translating letters, emails and documents as required including the translation of the GTZ training module on linkage between sustainable transport and climate change.
2. ELIGIBILITY REQUIREMENTS AND CRITERIA
A university degree in management, communication, and/or development-related discipline;
At least 2 years experience in organizing events or project implementation or research work preferably in a development aid related organization;
Excellent oral and written communication skills in English and Chinese required to effectively communicate complex urban air quality issues in China to a range of different stakeholders
Good interpersonal skills and ability to establish and maintain effective working relations with multi-cultural and multi-skilled teams;
Ability to plan own as well as team work plans to meet designated timelines for products and services;
Ability to handle multi-tasks effectively and under limited supervision;
International experience working in several developing countries, preferably in Asia, is a plus
Strong technological awareness including good computer skills; proficiency in standard computer applications (e.g. email and calendar functions, word processing, spreadsheets, internet, etc);
Initiative and commitment to learning new knowledge and skills.
3. DURATION AND RATE
The selected candidate will be appointed for a 12 month project-based contract. Subject to performance review and qualification, the candidate will be allowed to apply for other job opportunities within the CAI-Asia Center and its China office after the end of the contract, or at an earlier date at the sole discretion of the CA-Asia Center.
The position is based at the CAI-Asia China Project in Beijing, China and may involve local or international travel. Monthly Salary for the duration of the contract is comparable.
