1 need an export flash programer who knows action scripts very well.
2 the project requires dynmaically generate some animations from some basic elements.
3 the specification is in details.

Partime java applet programer
User can draw the html controls: textbox, lablel, dropdownbox into a form designer.
Then the information about the controls can be saved back to the database: like position, font, and so on.

I have some sample code to the drag and drop controls on the form.
The db is oracle, with hibernate, and struts.
