Recruitment of INRULED
1. Background
1.1. Introduction to INRULED
The UNESCO International Research and Training Centre for Rural Education (INRULED) was jointly founded by Chinese government and UNESCO on Nov. 8, 1994, following the resolution (DR159) adopted in the 27th Session of UNESCO General Conference in 1993. It was relocated at Beijing Normal University (BNU) to better serve the member states of UNESCO. The mission of INRULED is to promote social-economic development in rural areas by bringing about positive changes in the thinking and behavior of rural people, who make up the majority of population in developing countries, and to achieve the goals of EFA.
INRULED has engaged in research, capacity building, information dissemination and networking in education for rural development. It is commissioned to undertake the following functions:
To promote international research and development of methods and techniques in rural education;
To promote cooperation among Member States by devising policies and strategies on human resource development for rural areas;
To create a wide network for exchange of academic and technical information among experts in the field of rural education in various countries;
To coordinate the cooperative research activities and provide facilities of laboratory research and field work for international experts;
To organize international training workshops, seminars on special subjects and provide partnerships to international researchers;
To produce and disseminate publications and materials about outcomes of various research projects undertaken by the Centre.
The Centre has a significant history of achievement in activities and programs relating to its mission. It has trained hundreds of community based workers, district and middle managers and policymakers at different levels of local and national governments. It has conducted numerous significant research activities and produced reports on aspects of rural education and rural development. In more recent years, the center has increased its focus and activity on Africa in line with UNESCO policies and programs.
1.2. Condition of employment
All posts are contract based. A 2-year contact will be provided if the candidates pass the interviews and the probation period of 2 - 3 months. The contract is renewable.
Salary varies with one’s qualification and experience.
INRULED provides all the social security for employees according to China’s Labor Law
The posts are full- time work and open to all nationalities.

2. Job Descriptions
2.1. Program Specialist
(1) Main Responsibilities
A. Lead and/or implement the relevant project(s) in terms of designing, planning, budgeting, implementing, monitoring and evaluating and work out internal and external reports of high quality to INRULED management body, Board and donors
B. Provide technical support in areas related to the project for the partners
C. Work closely together with partners on implementing and further developing project as well as on improving relevant policies and practices related to the project through advocacy and communications
D. Develop project proposals with other section; write reports timely with reference to the Information Centre
E. Contribute to meet the communication needs of the centre, suggest reports and case studies that will help fundraising or meeting other needs
F. Work with other stakeholders (international and domestic academic institutes, local communities, international organizations, NGOs, Donors, and Government Departments) engaged in education for rural development activities in order to strengthen work of INRULED, and to share both technical and financial resources in order to have greater efficiency and effectiveness
G. Represent INRULED externally, actively builds relationships that facilitate operations and bring into new insights on issues affecting rural development and rural education
H. Perform other job-related duties as requested
(2) Qualification
A. Doctor degree with 3 years working experience or Master Degree with 5 years working experience on education, rural development, social sciences, or related field
B. A minimum of 2 years working experience in a related field in international organization or NGOs, with knowledge and experience of project implementation, especially the ability to lead implementation as well as plan activities timely
C. Strong research skills, experience of capacity building or advocacy is preferred
D. Excellent communication, cooperative and analytical skills
E. A flexible approach to work with good time management skills
F. Fluent in English and Mandarin, both spoken and written, with good report writing skills
2.2. Program Assistant
(1) Responsibilities
Assist the programme specialists in managing projects, drafting document, translation, information sorting, data collection, analysis and research, international connections, meeting, communication and coordination, etc.
(2) Qualification
A. Bachelor Degree with 3 years working experience or higher in education, social sciences, or other related field
B. working experience in international institutions or NGOs preferred
C. Capability of information collection, collation, synthesis and analysis
D. With team spirit, coordination and interpersonal skills
E. With strong sense of responsibility
F. Good writing skills
G. Master common office software
H. fluent in English writing and speaking
2.3. Information Assistant
(1) Responsibilities
Assist the information officer to manage the Information Centre, publicize INRULED’s research and training activities, and build and maintain the websites and the database. Specific responsibilities include:
A. Collect, analyze, classify and process the thematic information required
B. Edit the Centre newsletter, bulletin, special report and information materials
C. Contact with the media and other partners of the Centre
D. Design and maintain the websites and database
E. Design the Centre’s brochure and propaganda CD and reorganization content
F. Other assignment as required
(2) Qualification
A. Bachelor Degree or higher, not less than 2 years’ work experiencing in the field of education or information dissemination
B. Strong organizing, management, coordination and communication skills
C. good political sensitivity and awareness of media and law
D. Excellent capability of information collection, collation, analysis and processing, good writing and presentation skills
E. Experience of book editing and publishing, CD design, brochure design, websites and data design
F. Good at English and Office software
G. Master General information technology
H. Working experience with IGO and NGO is preferred
3. Recruitment Process
3.1. Application

3.2. Interview
Selection criteria and competencies needed are stated in the job description pertinent to a specific position. Only candidates meeting the requirement for posts can be selected for the interview.
The shortlist of candidates will be contacted. The candidates will be invited for interviews with the interviewing panel.
A thorough verification of critical information, including academic qualifications, research training, language skills, nationality, previous employment, and detailed reference is conducted on the recommended candidate(s).
3.3. Review
The interview panel recommends the selected candidates to an internal committee. The internal committee reviews the recruitment process and ensures its transparency and competitiveness.
3.4. Recruitment
When the internal committee completes reviewing, the selected candidates will be contacted.
The selected candidates will be informed of our final decision usually two/three weeks after the deadline for the submission of applications. Candidates who are not contacted may consider their applications unsuccessful. INRULED does not charge any fee in the whole recruitment process.
