1 Background
The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH in China
The federally owned Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH, an international cooperation enterprise for sustainable development with worldwide operations, has been working in China for almost 30 years. As an instrument of bilateral cooperation we act on behalf of the German government and in the interests of both Germany and China.
GIZ provides policy advice to China’s reform process to build a harmonious, resource-saving society and strive for a balance between economic growth, social equality and environmental protection.
The City Development Initiative for Asia (CDIA), is an initiative developed by the Asian Development Bank (ADB) in cooperation with Deutsche Gesellschaft für Technische Zusammenarbeit (GTZ) GmbH, the Swedish International Development Cooperation Agency (Sida) and the Spanish Ministry for the Economy and Finance. The long term mission of CDIA is to contribute to the promotion of sustainable and equitable urban development, leading to improved environmental and living conditions for all in Asian cities.
The final goal of CDIA is to bridge the gap between strategic city development planning, on the one hand, and urban policies, services and infrastructure project preparation on the other by assisting city governments with pre-project preparation and capacity-building. In attempting to achieve this, the Initiative will support identification and pre-structuring of appropriate projects and building management capacity of medium size cities with focus on cities with population from approximately 250,000 up to five million people. In these cities, CDIA will support the implementation of existing city development strategies or comprehensive development plans for socially, economically and environmentally equitable and sustainable infrastructure and urban services.
The operational objectives of CDIA, given the above overall strategic objective, are to improve urban infrastructure and services management through:
a) strengthening of local institutional structures and arrangements for local policy frameworks on urban management and the development of urban capital investment infrastructure and services projects, including the upgrading of local governance systems and enhancement of the city revenue base to maximize funding options and capacity; and
b) providing technical assistance in project structuring to bring priority infrastructure project concepts[1] to a pre-feasibility stage from where standard project feasibility studies acceptable to (and, if required, funded by) development financing institutions can be applied.
2 Organizational Setting, Reporting Relationships and Focus
CDIA, The City Development Initiative for Asia, is an initiative developed by the Asian Development Bank (ADB) in cooperation with Deutsche Gesellschaft für Technische Zusammenarbeit (GTZ) GmbH; the Swedish International Development Cooperation Agency (Sida); the Austrian Ministry for the Economy and Finance; and Shanghai Municipal Government. The long term mission of CDIA is to contribute to the promotion of sustainable and equitable urban development, leading to improved environmental and living conditions for all in Asian cities.
The offered position will be hired by CDIA China counterpart organisation, which is Shanghai International Center for Infrastructure Finance (SICIF), though work full time for CDIA in China. The incumbent shall operate under the supervision of the Head of the Nodal Office of CDIA in Shanghai being the ultimate responsible the CDIA Coordinator in Manila. He/She willtake part in the day to day business of CDIA in China. The main tasks of the incumbent will be to support the activities of the CDIA with a focus on fostering and structuring all aspects related to the program/ projects developed in China. The Administrative Support Staff main responsibilities are administrative support for the implementation of all programme activities and support the programme teamin all aspects related to the work.
Further tasks are:
- Welcoming guests in the office
- Administration of folder and filing system as well as the archives.
- Responsibility for written and oral translation work. Accompanying the Programme Director and other international experts as interpreter to meetings.If required, writing documents in English and Chinese
- Maintenance of office databanks, holiday leave accounts and other lists (project/programme list, etc.)
- Providing support for programme team in:
o Arranging schedule of Appointment
o Organization and support of the activities of short-term experts
o Organization of workshops and seminars
o Procurement of material resources
o Processing activities with the Chinese authorities
o Accounting, etc.
- Responsibility for the cash box and cash management
- Responsibility for the care of the office facilities and equipment, especially the electronic items such as computers, fax and copy machines
Requirements:
- University degree or similar qualifications
- Very good written and spoken skills in English
- At least 1-3 years of relevant experience in general management and administration experience
- experience in organization and coordination
- Excellent command of MS-Office
- Good handling of modern telecommunication systems (telephone, fax, e-mail, internet and its software)
