China Huanqiu Contracting & Engineering Corporation (HQCEC), affiliated with China National Petroleum Corporation (CNPC), is an intelligence-intensive, technology-intensive and technology-oriented state-owned backbone enterprise.It takes technology as the guide, design as the lead, engages in such diversified business as consultation, R&D, engineering, procurement, construction management, equipment manufacture and commissioning guidance.HQCEC is capable of working both as a project management contractor and a general project contractor.  

 

HQCEC has fulfilled the tasks of consultation, engineering, construction and EPC contracting for over 2,000 cross-industry large- and medium-scale domestic and foreign projects in more than 50 years. HQCEC has including abundant experience in contracting on an EPC basis including 14 categories of plants. Such plants include  ethylene, polypropylene, LNG and chemical fertilizer plants, all of international scale. HQCEC’s business covers 30 provinces, cities and autonomous regions across the country and nearly 20 countries and regions in Southeast Asia, West Europe, America and the Middle East. Compared with domestic counterparts, HQCEC is a company that is more internationalized, operating in more countries and the first to enter independently such high-end refinery markets such as Audi Arabia, Singapore, Canada and Italy.

 

Headquartered in Beijing, HQCEC has 10 domestic subsidiaries/branches located in the Bohai Bay, the Yangtze River Delta, the Zhujiang River Delta, Northeast, Northwest and Southwest of Mainland China, 9 overseas branches in Southeast Asia, Middle East, Middle Asia, Europe and America, and 7 research and secondary institutions such as the Post-doctorate Programme and the North Chemical Research Institute.

 

HQCEC has currently more than 9,500 staff, including 165 professor-title senior engineers, and 1,103 senior engineers. Among the staff, 120 worked and were trained in European, American or Japanese engineering companies for two years or longer, 455 are master- (including dual bachelor) and doctor-degree holders, and over 180 are qualified/certified experienced project management personnel. Further, 1,542 person-times have passed the PMP, registered architect and registered structural engineer qualifications. Furthermore, 98% of the technical personnel are English proficient, and are experienced with the American, European and Japanese standards as well as the Chinese national standards.

 

Having strong R&D power, HQCEC tackles key technical problems for many large chemical plants, thus being awarded 42 state patents, with application for 22 more accepted, 2 national construction methods and 13 provincial/ministerial construction methods. HQCEC now has 41 competitive know-hows, more than 10 innovative process technologies that were independently developed or are being developed with market value, and 34 independently developed computer software programmes. HQCEC has won 423 international, national, provincial and ministerial invention awards, technological progress awards and excellent engineering design awards, and taken the lead or participated in drafting 18 national standards, 34 industrial standards and 8 association standards.HQCEC has thereby laid  a solid foundation for building large chemical units with Chinese process technologies and promoting by hi-tech China’s international EPC contracting and machinery exports.

 

HQCEC has established a systematic EPC project management system and project execution patterns that are up to international level. It has also established the ISO 9001 quality assurance system, ISO14000 environment management system and OHSAS 18000 vocational health safety management system and passed authentication. HQCEC has Class A comprehensive qualification for project design and can undertake the design work for any industry. An information system of “three big systems on one platform” has been constituted, which has an internationally advanced network hardware system, engineering application software system, project management integration system and various databanks. HQCEC has organized and participated in the establishment of the industry’s technical centers, and some national and industrial engineering codes and standards are compiled in HQCEC .

 

By virtue of its advanced technology, numerous project achievements and reputed credibility, HQCEC was rated as one of the “Ten Best Project Contractors” in the national survey and design industry on the 60th National Day, and is one of the first to win the title of “AAA Credit Enterprise” and Beijing’s “High-Tech Enterprise”. Moreover, HQCEC has been rated as one of ENR’s Top 225 International Contractors and Top 200 International Design Firms for 11 straight years, and is the only Chinese company on both lists simultaneously for so many years.

QUALIFICATIONS？

Professional technical positions – bachelors or masters-degree holders with majors in chemical technology, chemical engineering, engineering mechanics and civil engineering are required.

Management positions – bachelors or masters-degree holders majoring in business administration and marketing management are required.

The native language of applicants should be English, and the candidates who have relevant working experience are preferred but not required.
