General
Maersk Ship Management (Wuhan) (MSMW) is a Joint Venture between Maersk Shipping Hong Kong limited and Shanghai Yuhai Shipping Company. MSMW is the Maersk manning office for Chinese crew employed on board of Maersk Line and Maersk Tanker vessels and coordinates 3rd party agents in China contracted by Maersk.
The department provides services to the crew operations centres of the A.P. Moller Maersk Group Business Units (Maersk Line and Maersk Tankers). The services include the planning of ratings, the dispatch of ratings, officers and cadets to the vessels and coordination all crew operations on a daily basis with the crewing agents in China.
Purpose
The purpose of this position is to execute the operational duties and as a team deliver on the services the crew operations department must deliver to the Business Units.
Principal accountabilities
· Ratings planning.
o Creates ratings planning according to tours of duty and the vessel schedule.
o Checks contracts of crews on board and vessel’s ETA and ETD to make arrangement for ratings;
o Checks the system to select the suitable crew and check with China crewing agents and Captain about the joining date, joining port and visa applying condition to make sure this crew change can be executed;
· Crew operations.
o Ensures officers, ratings and cadets planning is according to relief plan and terms and conditions of employment.
o Communicates and coordinates between Business Units central crew operations departments, port agents, ship’s masters, China crewing agents and crew in relation to joining date and port, visa, OK to Board, exit permit, disembarkation, and travelling arrangement matters etc;
o Checks crew’s certificates and documents according to the Business Unit certificates and documentation matrix and all valid and ready for joining ship;
o Arranges flight booking for officers, ratings and cadets;
o Issues documents for officers, ratings and cadets including LOG-exit permit, joining letter, LOA and wage sheet etc.;
o Applies endorsements for officers as per vessel flag requirements;
o Provides renewed certificates and documents to the related central Business Units departments for updating and ensures crew’s documents are 100% updated in the Business Unit personnel systems before embarkation as per Business Unit certificates and documentation matrix;
o Works closely with port agents and China crewing agents to dispatch crew to the vessels;
o Updates daily the officers, ratings and cadets data/file;
· Executes several daily crew HR duties such as sickness, crew welfare, appraisals, crew complaints, complaints from vessels etc;
· Is familiar with relevant internal SOPs and with relevant Business Units SOPs.
· Is familiar with Business Units crew policies.
· Available 24/7 to handle operational emergencies and emergencies due incidents on the vessels.
· Because the MSMW office operates as one team the position assists other departments for specific matters, such as for example assisting the Recruitment and Training Department on cadet management.
· Participates in other duties as specified by the Crew Operator responsible for the Crew Operations Department and by the Head of Manning Office China MSMW.
Measurements
· Successful embarkation/disembarkation of crew on time and in compliance with local and international regulations and Business Units requirements.
· Measured on Key Performance Indicators (KPI), includes measurements on:
o Officer retention
o Seastaff quality & engagement
o Seastaff recruitment
o Seastaff documentation and systems data quality
o Manning office performance / quality
Knowledge, Skills & Experience
· Excellent proficiency in both written and spoken Englishand Mandarin is essential
· Good proficiency in systems especially MS office
· Basic knowledge and awareness of global industries
· Science/Technical Bachelor Degree is preferred, CET-6
· Experience in the crewing industry and/or travel industry preferred
