Guangdong Technion-Israel Institute of Technology (GTIIT) is a new university located in Shantou City, Guangdong Province, PRC. The establishment of GTIIT is sponsored by the Li Ka Shing Foundation and with the full support of the People's Government of Guangdong Province and Technion - Israel Institute of Technology.
The preparation office of GTIIT is conducting a search to hire Human Resources Manager for the new established academic institute - GTIIT. The ideal candidate will have 5 to 10 years of experience as an HR manager in academic institutes. Special advantage will be given to candidates with experience in HR work in foreign companies or institutions. English as a native speaker (speaking, writing and reading skills) is mandatory in addition to Chinese.
Human Resources Manager Job Responsibilities:
•1. Recruiting
- l Develop and execute recruiting plans based on GTIIT needs;
- l Develop and review diversity plan with focused recruitment strategies;
- l Conduct recruitment activities such as job description creation, advertisement channel sourcing and posting, CV screening, interview and selection etc.;
- l Conduct regular follow-up with managers to determine the effectiveness of recruiting plans and implementation;
- l Efficiently and effectively, fill open positions;
- l Develop a pool of qualified candidates in advance of need.
•2. HR procedures and policies
- l Define and develop the complete HR working procedures and policies;
- l Provide guidance and administration on relevant HR plans and procedures for all site employees;
- l Communicate and cascade HR policies and procedures throughout the organization.
•3. Management
- l Provide contract management service for GTIIT employees at all levels which may include contract formulation, contract implementation and compliance consultation etc.;
- l Define, develop and implement development program for GTIIT employees at all levels;
- l Assist in establishing compensation models for all GTIIT employees - Faculty and administrative staff;
- l Define, develop and implement performance evaluation program and revise as necessary;
- l Establish and administer the budget for the Human Resources Department assuring that effective cost control measures are utilized.
Human Resources Manager Job Qualifications:
- l At least bachelors' degree required
- l Experience Required: 5 to 10 years of experience as an HR manager in academic institutes or JV companies
- l Experience in establishment process of units or and an academic institution
- l English as a native speaker (speaking, writing and reading skills) is mandatory in addition to Chinese.
- l Knowledge of local Chinese regulations and compliance
- l Broad understanding of HR principles and practices
- l Excellent written and verbal communication skills in English & Chinese
