德国国际合作机构——区域经济合作与一体化项目(RCI)
背景
区域经济合作和一体化被一致认为是亚洲未来发展的重中之重。目前亚洲范围内的合作机制以次区域合作为主,只有少数区域性机构。
亚洲的区域化进程具有灵活性,这也体现了该地区经济、社会、政治和文化等方面的多样性。大湄公河次区域经济合作(GMS,始于1992年)、大图们江动议(GTI,始于1995年)、中亚区域经济合作(CAREC,始于2001年)和泛北部湾经济合作(PBG,始于2006年)等次区域经济合作动议为不同的国家、地区及经济体根据自身发展状况分别参与到不同的一体化进程中提供了平台。这些项目旨在促进贸易和运输、投资、旅游、能源和环境等重点领域的合作。
但是,亚洲区域化进程的灵活性也导致一些国家政府限制自己的承诺,进而导致一体化进程整体进展缓慢。考虑到亚洲地区各个国家发展不均衡的现状,进行包容性的区域性合作、让较小国家也能从中获益就显得尤为重要。
重点领域
组织关于贸易促进和港口合作等重点课题的调研和能力建设活动,以此强化泛北部湾地区区域合作与一体化进程中的重点领域。在这一方面,我们和广西省商务厅及来自中国的泛北部湾区域合作国家协调人有密切的合作。
通过组织技术培训和提供国际专家咨询等方式,推动贸易、多目的地旅游和跨界经济合作等大图们江动议重点领域中具体项目的贯彻和落实。在此,德国国际合作机构与大图们江动议秘书处及来自中国的国家协调人进行着紧密的合作。
促进区域动议框架内的点对点学习和最佳实践交流,使更多参与者能够从中受益。

Background of assignment:
As a non-profit, federally owned enterprise, the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is active in over 130 countries worldwide, implementing international cooperation projects and measures in the field of sustainable development on behalf of the German Government, as well as other national and international clients (e. g. EU, private enterprises, and foundations). In addition, GIZ is also engaged in the field of professional training around the globe.
With over 30 years of experience implementing projects in the People's Republic of China, GIZ provides policy advice on various topics and sectors relating to China’s reform process, including sustainable economic development, sustainable transport development, vocational training, and regional and global development as well as and cross-border cooperation.
The GIZ Programme Support for Economic Cooperation in Sub-Regional Initiatives in Asia (SCSI) aims to support processes of regional economic cooperation and integration of selected, economically less developed focus countries – Cambodia, Lao PDR, Mongolia, Viet Nam – and the PR China in the framework of sub-regional mechanisms such as the Greater Tumen Initiative (GTI) and the ASEAN-China Free Trade Area (ACFTA). The programme supports knowledge exchange between regional initiatives and supports capacity building as well as developing and implementing strategies and action plans in selected topics and sectors (trade facilitation, cross-border cooperation, and private sector promotion). SCSI’s facilitates the strengthening of 1st institutional structures, 2nd implementation capacities for sub-regional cooperation, and 3rd trade promotion for small and medium enterprises. The support encompasses consulting, trainings, workshops, conferences, and study tours amongst others.

Your Tasks:
You support the programme team in its daily activities (e.g. preparation and follow-up of meetings and trainings); as well as administrative tasks and short- or long-term research. Moreover, you support the knowledge management and public relations work of the programme by contributing to the preparation of PR material and event documentation. You support the coordination and implementation of project activities such as conferences, workshops / trainings, expert missions or other measures to promote regional cooperation and integration and will thus gain insights into the sector of international cooperation. Additionally, you will support the maintaining of contacts to national as well as regional project partners and the coordination of professional networks.

Your Profile:
You are Chinese national, studying a bachelor’s or master’s degree in the field of economic-, social-, political- or regional sciences or a comparable programme of study at a university in China. You are interested in questions of regional economic cooperation and integration; you are familiar with the topics of trade facilitation, as well as regional trade regimes. Ideally, you would have a basic knowledge of International organisations concerned with international and/or development cooperation. First practical experience would be of advantage. Apart from your professional qualification as well as good management and organisational skills, you have an analytical ability to think. Your work is characterised by a high level of self-initiative, quality awareness and a good writing style. You are furthermore highly flexible, able to work in a team and have a distinct intercultural sensitivity.
An excellent written and oral command of English and/or German is required.
