I.PRIMARY RESPONSIBILITY

This position is responsible for overall sourcing of raw materials.
This includes
Establishing new source for new products and alternatives
Vendor management,
Price Negotiation
Total Cost saving (best price, shortest lead time, best payments)
Raw material market research and monitor

II.ACCOUNTABILITY

1.Purchasing Manager
2.Operations Manager

III.SPECIAL SKILLS REQUIRED

1.Must have a College Degree.
2.Must have good understanding of English language.
3.Must have purchasing/procurement experience.
4.Good analytical, communication and interpersonal skills are a must.
5.Must have a desire to maintain quality, safety, and customer satisfaction.

IV.GENERAL RESPONSIBILITIES
Source new sources or alternative sources worldwide base,
Always analyze the supply situation and come up with actions to improve the supply situation including localization, killing single source
Conduct new vendor assessment and new vendor selection according to Valspar process
Conduct existing vendor evaluation periodically
Prepare key suppliers analysis report/supply risk report, maintain approved supplier list and history documents
Locally source raw materials and get approval from Technical department to reduce cost and shorten lead-time, and also meet businesses development requirements;
Draft up cost savings planning and continually reduce materials cost in order to improve company’s competitive position in the market place.
Prepare cost saving report to purchasing manager monthly
Provide price/cost analysis report and follow price fluctuations of raw materials such as solvents to ensure that materials are purchased at the best possible prices.
Other responsibility assigned by Manager.
