Assistive Service in China

中国有8500万残疾人，其中大多数有辅助器具需求。保障残疾人基本辅助器具服务是政府的责任，为残疾人提供系统的、个性化的辅助器具服务已成为体现社会文明进步程度的重要标志之一。

China has 85 million persons with disabilities (PWDs); most of them need assistive devices. It is the responsibility of the government to ensure the basic assistive service for PWDs, which is a significant symbol of social civilization and progress.

中国政府重视和关心辅助器具服务工作，在政策、项目等方面给予大力支持。残疾人辅助器具服务工作发展迅速，服务体系逐渐完善，服务队伍逐步壮大。越来越多的残疾人借助辅助器具的帮助，实现就学就业、参与社会活动、创造社会财富、实现自身价值，过上有尊严的幸福生活。

The Chinese government has attached great importance to assistive service, and has given great support in terms of policy, project, and so on. Assistive service in China has developed rapidly, the service system has been set up, and staffs have been trained. With the help of assistive products and service, more and more PWDs achieved schooling and employment, participated in social activities, created social wealth, realized their own value, and lived a happy life with dignity.

China Assistive Devices and Technology Center for Persons with Disabilities

中国残疾人辅助器具中心是中国残疾人联合会直属的公益性事业单位。中心的主要职责是：组织开发、供应和推广残疾人辅助器具；开展残疾人辅助器具的知识宣传、使用指导、技术培训和质量监督；对贫困残疾人配置辅助器具实施救助。

China Assistive Devices and TechnologyCenter for Persons with Disabilities (CADTC) is a non-profit institution directly under the China Disabled Persons’ Federation (CDPF). CADTC’s responsibilities are as follows: development, supply and promotion of assistive devices; promotion of assistive services; technical training; quality supervision; implementation of services projects.

经过20多年的开拓进取、探索奋斗，中国残疾人辅助器具中心不断提高辅助器具适配服务、科研开发、质量监督检验、专业培训等综合能力，已成为全国辅助器具服务事业发展的技术资源中心。

国家康复器械质量监督检验中心、中国残疾人康复协会康复工程与辅助技术专业委员会秘书处设在中心。

After 20 years of hard work, CADTC has been continuously improving its comprehensive ability in terms of adaptation service, research and development, quality supervision, professional training, etc.It has become the technical resource center of assistive service at national level.

National Testing Center of Quality Supervision for Rehabilitation Devices and Disabled Persons’ Rehabilitation Engineering Committee are attached to CADTC.

一、推动辅助器具相关政策

协助做好规划制定，积极推动相关政策出台；协助制定并完善残疾人辅助器具服务规划纲要，并承担纲要的贯彻落实。

1.Promotion of assistive service related policies

Focusing on the assistive service needs of PWDs, CADTC actively promoted the introduction of relevant policies, made plan and undertook the implementation.

二、推进辅助器具服务机构建设

覆盖全国的省、市、县辅助器具服务网络基本建成，机构总数达3000个，部分省、市、区正在向乡镇（街道）和村屯（社区）延伸。2. Construction of service system

CADTC has set up a service system which covers provincial level as well as county level; the number of service institutions has increased to 3000.

三、培养辅助器具服务人员

中国残疾人辅助器具中心是“中国残疾人康复人才培养基地”。组织开展了系列人才培训项目，多层次、多形式的加强辅助器具服务队伍的培养。目前，全国残联系统辅助器具从业人员近3万人。

3. Training of professionals

CADTC has carried out a series of staff training programs to improve the service ability of technical staffs. Currently CDPF has nearly 30,000 professionals to provide assistive service.

四、组织实施辅助器具服务项目

“九五”以来，组织实施了彩票公益金辅助器具服务、残疾儿童抢救性康复、长江新里程计划等重点辅助器具服务项目，累计共为残疾人适配各类辅助器具近2000万件。

（五年计划辅具数据：九五242.5万件，十五517.6万件，十一五514.7万件，十二五665.5万件）

4. Organization ofassistive service project

Since the Ninth Five-Year Plan, CADTC has carried out a series of service projects such as Lottery Assistive Service, Rescue Rehabilitation of Children with Disabilities, Yangtze River New Milestone Plan, etc, and provided in total 20 million pieces of assistive devices for the disabled.

五、组织开展辅助器具研发

中心承担多项国家科技支撑计划等科研项目。举办全国残疾人辅助器具创新设计大赛。鼓励广大残疾人和社会力量积极参与辅助器具创新活动，营造了全民参与辅具技术创新的社会氛围。

5. Research and development of assistive devices

CADTC was responsible for several research programs supported by the national government. We organized National Assistive Device Design Competition, so as to encourage social forces to participate in the R&D of assistive devices.

六、辅助器具产品质量监督检验

国家康复器械质量监督检验中心（简称质检中心）隶属于中国残疾人辅助器具中心，是1988年8月由国家质量监督检验检疫总局批准成立，1998年授权的国家级质检机构。中心出具的检验报告具有国际实验室互认资格，已获准使用“CAL”、“CMA”、“CNAS”和“ILAC-MRA”标志对社会发布相关产品的质量检验检测报告。

6. Quality supervision of assistive products.

National Testing Center of Quality Supervision for Rehabilitation Devices belongs to CADTC. Its testing report is allowed to use the "CAL", "CMA", "CNAS" and "ILAC-MRA" logo.

质检中心是国家级检验检测机构和维护残疾人权益的技术机构。具有机动轮椅车、电动轮椅车、手动轮椅车、助听器、助视器、残疾人驾车装置、助行器等三十二个种类的辅助器具产品的监督检验能力。

This testing center can test 32 categories of assistive products including combustion-motor-driven wheelchair, electric-motor-driven wheelchair, manual wheelchair, hearing-aids, visual-aids, driving device, walking-aids, etc.

七、开展辅助器具知识宣传和信息资讯服务

自2007年来，每年举办中国国际福祉（康复）博览会，向社会公众展示宣传国内外最新辅助器具，向国内外辅助器具厂商和服务机构展示我国辅助器具事业面貌。

开设中国残疾人辅助器具网和微信公众服务平台，开展知识宣传和信息咨询。

编写出版辅助器具专业著作、培训教材、知识读本和宣传册，普及和宣传辅助器具知识。

7. Promotionof assistive service-knowledge and infomation

CADTC has organized Care & Rehabilitation Expo China every year since 2007, which displays the latest products from China and abroad.

CADTC has official website (ww***org[点击查看]) and WeChat public account (fuzhuqiju), to facilitate the promotion of knowledge and information consultation.

CADTC also issued professional books, training materials and brochures.

八、广泛开展辅助器具国际交流与合作

成功组织“亚欧会议框架下残疾人合作暨全球辅助器具产业发展大会”并发布《关于促进全球辅助器具产业发展的北京倡议》。

加强与世卫组织合作，合作开展专业人员培训,积极参与“全球辅助技术合作行动”，参加世卫大会辅助器具主题边会，参与“世卫组织重点辅助器具清单”制定。

与日本、韩国等国家研究机构就辅助器具国际标准制定开展交流与合作。

8. International cooperation.

CADTC took part in Press Conference for the ASEM Disability Cooperation Event (2015, Beijing ？China), which issued Beijing Initiative on Promoting the Development of Global Assistive Devices &Technology Industry.

To strengthen cooperation with the WHO, CADTC carried out training together with WHO.CADTC actively participated in GATE plan, and took part in the issue of “WHO assistive products list”.

CADTC worked together with experts from Japan and South Korea in terms of international standards for assistive devices.

 

中心组织架构

中国残疾人辅助器具中心，是中国残疾人联合会直属的公益性事业单位，具有组织残疾人辅助器具产品研发、推广应用、知识宣传、技术培训、质量监督等多种职能，是全国残疾人辅助器具服务工作的资源、指导、服务中心。 因中心发展需要，现诚招热爱残疾人事业，愿意为残疾人服务，能胜任招聘岗位工作的人士加入我们的行列。           

一、应聘条件

（一）具有较强科研开发能力和创新意识；

（二）有较强的组织和协作能力；

（三）有较好的技术文件和报告编写能力;

（四）具有岗位所需的专业与技能，适应岗位要求的身体条件；

二、招聘岗位及专业条件

2017年中心拟接收应届毕业生1人，京内、外生源均可，工科专业,硕士研究生或以上学历，接收年龄为硕士26岁以下，博士34岁以下。

岗位：产业促进办公室技术支持岗

岗位职责：

1.承担标准，准则，规范等技术文件的收集、审查；

2.参与机构，产品准入的评价；

3.参与国际交流，博览会，联盟等各平台的建设工作；

4.参与国家有关政策的意见反馈；

5.完成领导交办的其他有关工作。

北京市西城区太平街或北京市丰台区角门北路。
