Asia Law Enforcement Relationship Manager
This position is based in Shanghai or Singapore reporting to the Asia Pacific TnS Leader and US LE Leader.
The incumbent will be responsible for creating and executing a strategic outreach program that compliments BU, legal, regulatory and GR objectives.
The strategy will target Asian federal and local law enforcement agencies along with key financial organizations and industry boards for the purpose of
1) educating these organizations regarding eBay’s approach to working with Law Enforcement,
2) training LE on how to conduct basic and complex ecommerce investigations and
3) building relationships that foster a collaborative approach to working investigations jointly with eBay investigators.
In support of this goal, this individual will be responsible for providing consulting and analytics in support of improving our investigation techniques and
securing support from LE regarding eBay generated cases. The individual must have subject matter expertise in ecommerce fraud investigations and
complex fraud schemes (money laundering etc.) and the ability to transfer this knowledge to both individuals and in a group setting. This will require
preparation to determine knowledge gaps and or weaknesses that can be corrected or improved via LE training and strategic relationship building and
maintaining.
This individual will also have the LE and industry contacts and rapport to bring in outside experts to conduct training for investigators as well as influence
those organizations relative to eBay priorities. Overall, this individual will be responsible for providing LE outreach strategy, investigative expertise
and functional leadership by way of subject matter expertise to internal and external investigators. Additionally, this individual will work in close
partnership with corporate personnel responsible for sensitive and non-routine investigations in cooperation with special LE and corporate requests.
Together in-country team, define clear objectives, milestones, resource plans and measurements related to LE outreach and case investigation, and
provide comprehensive post-outreach summary and recommendations. Benchmark competition and LE expectations relative to investigations
deliverables, response times and follow-up and act as subject matter expert to internal investigators related to financial and ecommerce fraud schemes.
Stay on top of ecommerce and fraud trends via industry associations and trade material. Share this information on a regular and formal basis with global
investigations teams. Personally attend to confidential and specialty investigations with guidance from legal and other company officials and based on
subject matter expertise, make recommendations to company for product and or policy changes that will mitigate fraud types.
On a monthly basis meet with the investigators and discuss issues of concern, review current events (hot fraud topics, cases, PR issues, BU issues etc.), communication all agency contacts made since last meeting, and take questions on investigative challenges faced by the team. On an ongoing basis
interact: with Fraud Investigation Team on case investigation, with Legal on sensitive issues, prohibited items, regulatory concerns, with GR to coordinate
outreach efforts, with BU to ensure LE initiatives are tied to important business categories and with PR to coordinate messaging on TnS and PayPal related
stories.
The incumbent must have a degree in BA/BS in an appropriate field with advanced experience in the area of fraud investigations, LE operations, computer
forensics, ecommerce and financial fraud. Developed and reliable network and experience with LE, government agencies, financial institutions and industry
organizations across Asia. Fluency in Mandarin and English is a must and have strong experience delivering strategic solutions for a very diverse and unique
set of issues.
The ability to network across organizations and industry organizations, maintain professional relationships and goal set across functional areas
and both internal and external stakeholders is expected. Substantial background in financial instruments and institutions and a successful track record in
achieving and exceeding goals in a high growth e-commerce business is essential. A proactive and a self-starter with ability to operate effectively in fast-paced environment, prioritize, multi-task and adapt to learn new functions and tasks. The candidate must have excellent communication, presentation and negotiation skills couple with excellent LE orientation.
