Job Summary:
1.Manage and support talent management initiatives including identification and development of high potential / performers, leadership development and career planning; liaise with Discipline Heads to develop and implement personal development;
2.Plan with the objective of supporting individual and organizational growth within the overall HR Business Plan and recruit candidates to fill company needs and to develop a talent pool; interviews and profiles candidate, conducts background and reference checks, and performs related recruiting and sourcing functions; determines the best-qualified Talent for open positions and places;
3.Counsel the talent on continuous performance improvement, employment questions and problems;
4.Communicate Ogilvy’s procedures regarding employment, expectations, job requirements, benefits, and other employment conditions;
5.Conduct appropriate interviews and discover to understand the candidate’s expectations, objectives, and related requirements;
6.Investigate talent concerns/complaints, contacts employee relations, and follows-up appropriately;
7.Solicit, receive, and process talent requests in a timely manner;
8.Plan and conduct group TR programs.
Functional Operation:
1.Strategic Counseling
?Keep close communication with discipline head and team leader on all the HR/ organizational structure/ staff related planning and issues;
?Attend management meeting and give suggestions on HR/ organizational structure / staff related issues as a counselor role;
?Predict the possible/ hidden problems of the staff and communicate with directors in a timely manner;
?Handle tough employee relation issues together with the directors;
?Work out vivid employee development plan for different type of staff with the directors.
2.Recruitment & Hiring
?Keep close communication with discipline head and finance on staffing planning;
?Keep close communication with hiring managers on recruitment plan, requirement and feedbacks;
?Plan and conduct campus recruitment and other necessary recruitment event;
?Suggest and choose efficient channel for recruitment;
?Regularly review and Optimize the recruitment procedures and methods;
?Conduct interviews and make judgment from the HR perspective;
?Confirm offer with the candidates;
?Prepare hiring request forms and labor contracts;
?Cycle board update and coordinate with other department about the on board preparation;
?Conduct background and reference checks.
3.New Staff Induction
?Give lecture about TR related issues and have welcome lunch with new staff on first day orientation;
?Check welcome letter;
?Give lecture on Ogilvy Culture and Appraisal system in New staff induction training;
?Check probation review feedback;
?Regularly review and Optimize the induction/orientation procedures.
4.Staff Record Management
?Regularly check all the staff database;
?Keep updating staff salary list of each discipline;
?Update or instruct TRS or TRA to update team structure;
?Check Monthly TR status report and other staff statistics reports;
?Check alumni database and keep contact with the alumni.
5.Compensation & Benefits
?Prepare monthly salary status, including all the related forms and list to finance;
?Provide annual social benefit and housing fund base to FESCO;
?Check monthly social benefit and housing fund number from FESCO;
?Check monthly fee applications for intern/contractor;
?Coordinate with finance and directors on salary review and bonus calculation.
6.Expatriate and Local Staff Permit/ Visa
?Supervise Expat. visa, working permit, resident permit and insurance issue;
?Supervise Expat moving and house searching related issue;
?Supervise local staff business visa application;
?Supervise work & living permit issues for local staff.
7.Performance Appraisal & Salary Review
?Confirm performance and salary review name list;
?Follow up the appraisal and salary raise estimation process, trace and collect feedbacks and data and discuss with team leaders on overall status and special cases;
?Check the appraisal record and notes the special treatment for future follow ups;
?Coordinate with finance and team leader/ discipline head to make sure that the salary raise of the whole discipline is within the approved budget pool
8.Training
?Provide the training needs from the staff to training director in a timely manner.
?Check training database, esp. Online University;
9.Other HR Operations
?Support (Associate) Talent Resources Director on any operation works;
?Initiate, plan and conduct group TR programs;
?Conduct employee internal transfer;
?Do exit interview and summarize the exit interview report;
?Analyze the result of EAT and compose analysis report accordingly;
?Handle labor disputes and staff layoff issue in proper manner;
?Review the TR-Online resources regularly and update it;

?Work with finance heads on staffing plan and staffing budget control
?Understand and maintains the balance between motivating individuals and managing costs when making recruitment, remuneration and severance decisions
5.Technical Expertise
?Effectively use people data to inform decision-making
?Identify the need for employee databases and systems and manages their implementation and on-going delivery
?Use Employee survey information to help prioritize people initiatives
?Is recognised as an expert and can apply knowledge in all aspects of Talent including:
